Andrew Goodman is a partner at the firm whose practice focuses on complex commercial and healthcare litigation, with an emphasis on contract, real property, and securities disputes, Medical Board investigations and Accusations, administrative hearings, hospital and surgery center peer review, and qui tam defense. Andrew has skillfully handled numerous challenging cases involving the federal False Claims Act, the California False Claims Act, the Insurance Frauds Prevention Act, the federal securities laws, the civil forfeiture laws, Stark Law, the Anti-Kickback statute, the anti-SLAPP statute, eminent domain laws, business torts, and commercial contracts. Andrew has, among other things, achieved successful published opinions in both the Ninth Circuit and California Court of Appeals.
Over the course of his 15-plus-year career, Andrew has represented a wide variety of clients on both the plaintiff and defense side, including, but not limited to publicly traded companies, private companies, startup companies, entrepreneurs, commercial landlords, real estate investment companies, high-net-worth investors, surgery centers, durable medical equipment companies, sleep centers, radiology centers, speech pathology centers, physicians, nurses, chiropractors, dentists, real estate and finance professionals, and private money lenders. Andrew has first-chair trial experience in state court, federal court, and arbitration.
In the greater community, Andrew has been involved with Bet Tzedek Legal Services since 2010. Andrew has regularly raised money to support free legal services for low-income Los Angeles residents and provided such services himself on a pro bono basis. Additionally, Andrew served on the Publications Committee for the California Society of Healthcare Attorneys (2018-2023), where he was responsible for editing and contributing topical articles for the newsletter.

Andrew’s representative matters include:
Commercial Litigation:
- Heshejin v. Rostami (2020) 54 Cal.App.5th 984: published opinion affirming dismissal with prejudice of complaint against investors in cold storage business.
- Represent publicly traded company in eight-figure international commercial dispute involving iGaming platforms.
- Represent international investors in federal fraud-based action against publicly traded company and its officers and directors, alleged by the SEC to have engaged in a $45 million fraudulent scheme.
- Represented investors in federal securities fraud action involving failed $2.7 million golf course loan. Reached favorable settlement on the eve of trial after numerous law-and-motion victories at all stages of the case.
- Represented wireless accessories company in multi-million dollar commercial litigation matters in state and federal court in California, Washington (admitted pro hac vice), Nevada (admitted pro hac vice), and Colorado. Obtained eight-figure settlement in multi-year litigation against retailer. Obtained complete dismissal of alter ego action brought by accessory supplier.
- Represented Santa Monica landlord in multi-million dollar declaratory-relief dispute with international commercial tenant; resolved on favorable terms to landlord after filing of summary judgment motion and before summary judgment hearing.
Healthcare Litigation:
- Winter ex rel. United States v. Gardens Regional Hospital and Medical Center, Inc., 953 F.3d 1108 (9th Cir. 2020): published opinion involving successful reversal of district court’s dismissal of complaint and setting forth new law regarding pleading standards for false certifications of medical necessity in False Claims Act matters.
- United States v. $4,931.28 in Bank Account Funds From Golden State Bank Account Number ‘2059, et al., Case No. SA CV 15-0427-DOC (RNBx), ECF No. 71 (C.D. Cal. January 6, 2017): as first-chair trial counsel in civil forfeiture matter against durable medical equipment company, obtained judgment that the government was not entitled to forfeiture of any of the defendant assets, which approximated $500,000 in seized properties.
- Obtained low five-figure settlement for pain management physician in an action where the plaintiff demanded seven figures and alleged violations of the California False Claims Act and California Insurance Frauds Prevention Act.
- Following successful demurrer, negotiated favorable settlement and early dismissal of former Cedars-Sinai plastic and reconstructive surgeon from tort-based lawsuit demanding seven figures.
- Obtained favorable settlement on behalf of pharmacy benefit management (PBM) consulting company in contract dispute against national PBM at settlement conference shortly before trial.
- Negotiated complete withdrawal of multi-patient Medical Board Accusation against orthopedic spine surgeon.
